Only way to even begin to have accurate testing that really gets into the nuts and bolts, is to have IOC standard done on every competitor, and done randomly through the year. Since this would cost an insane amount of cash - it won't be happening obviously.
Really, facts are facts, enhanced bodybuilders will be nasty and compete in natty orgs. Happens worldwide, all one can do is seek to reduce it, can never be eliminated. In the end all one can do is take pleasure in their own accomplishments and what they have done.

INBA promoter for South Australia. An ASADA Test costs me around $700:00 for each one. This is a proper IOC approved test. As you can see the cost limits the amount of test
INBA promoters can afford to do.
